The allocation process for state-funded doctoral admission places for the 2027/2028 academic year has begun.
Applications for the allocation of places must be submitted through the Higher Education and Science Committee's grants.hesc.am system by November 9, 2026, at 18:00.
Application procedure
The prospective research supervisor:
submits the general research topic to the academic council of an institution offering third-cycle higher education programs or to another unit vested with the relevant authority;
obtains a conclusion substantiating the relevance of the topic and the appropriateness of conducting the research at the institution concerned;
uploads the conclusion to the grants.hesc.am system and completes the information on the general research topic required on the website;
after submitting the application, presents to the institution where the research will be conducted the title page of the application generated in the system and assigned an identification code.
The institution:
verifies, through the orgs.hesc.am system, the information contained in the applications included in the institution's list;
has the applications reviewed and approved by the academic council;
submits the consolidated applications to the Higher Education and Science Committee as a single package, indicating the institution's priorities.
The Higher Education and Science Committee of the RA Ministry of Education, Science, Culture and Sport prepares a draft order of the Minister of Education, Science, Culture and Sport "On approving the number and allocation of state-funded doctoral admission places at higher education institutions and scientific organizations of the Republic of Armenia for the 2027/2028 academic year."
In preparing the draft order, the following will be taken into account:
whether an application from the prospective research supervisor has been submitted through the Higher Education and Science Committee's grants.hesc.am system;
the priority assigned by the institution to applications submitted by prospective research supervisors;
applications submitted by government agencies;
the number of places requested by the institution;
the prospective research supervisor's publications indexed in international scientific databases, the number of such publications, the Hirsch index, and other relevant indicators;
the number of doctoral students and degree applicants currently supervised by the prospective research supervisor (doctoral students and degree applicants completing their studies in the current year will not be taken into account).
