Trilateral memorandum signed to promote development and strengthening of justice system
A trilateral memorandum was signed at Yerevan State University, aiming to unite the efforts of academic and state institutions in addressing the legal and psychological challenges within the Penitentiary Service of Armenia. The parties to the cooperation are the Faculty of Law, the Faculty of Philosophy and Psychology, and the Penitentiary Service of the Ministry of Justice of the Republic of Armenia.

During the signing ceremony of the trilateral memorandum, the head of the Penitentiary Service of the Ministry of Justice of the Republic of Armenia outlined the legal, theoretical, and psychological challenges faced by professionals working in the field. The need for specialized training, psychological support, and in-depth theoretical discussions has become more pressing than ever. In many cases, psychological evaluations are required, yet there is a noticeable shortage of adequately qualified specialists.

The "Clinical Psychology" master’s program at YSU Faculty of Psychology is positioned to make a meaningful contribution toward addressing these challenges. Within the framework of the memorandum, a professional partnership is planned, involving the active engagement of master’s students and faculty members. This collaboration will include reciprocal visits, practical training placements, and the study of real-life cases. The possibility of developing a specialized training course by the Penitentiary Service is also under discussion.
In the field of law, the cooperation is already built on a solid foundation. Legislative initiatives of the Penitentiary Service are regularly developed in close collaboration with experts from YSU Faculty of Law.

Ashot Petrosyan, Deputy Dean of YSU Faculty of Law, emphasized: "Our collaboration with the Penitentiary Service goes far beyond the formal signing of documents. In addition to contributing to the drafting of legislative reforms, we are also committed to supporting the resolution of both theoretical and practical challenges. This memorandum will serve as a platform for systemic reforms that bring together the disciplines of law and psychology."
The memorandum also envisions organizing applied scientific conferences to address current issues in the field, involving representatives from both academic institutions and government bodies.
This initiative is mutually beneficial for all parties involved. It not only provides a legal and academic framework for cooperation but also presents a real opportunity to enhance the effectiveness and professional capacity of the Penitentiary Service by leveraging scientific and educational resources.
